Housing Resource Coordinator

Role: Coordination, oversight and collaborative delivery of the Housing Resource Program (HRP), which provides anti-oppressive and low-barrier housing outreach support to individuals and couples experiencing housing insecurity.  This service is delivered primarily by a team of volunteers supplemented by the Housing Resource Coordinator who also acts as the Senior Practitioner for the program.

Key Duties and Responsibilities:

  • Responsible for the overall policy/procedures, delivery and development of the Housing Resource Program

  • Recruit, interview, and screen potential HRP Volunteers

  • Work collaboratively and provide mentorship, training and supervision to other HRP volunteers

  • Facilitate regular HRP Volunteer meetings and build a sense of team within HRP

  • Act as the senior practitioner in this program, able to model good practice to volunteers and take on situations that may be too complex for available HRP volunteers

  • Facilitate regular performance appraisals and provide constructive feedback to volunteers on a regular basis

  • Schedule HRP volunteer shifts and backfill shifts as required

  • Approach work utilizing best practice strategies

  • Ensure the office and program environment is welcoming, suitable, respectful, clean, and safe for the operation of HRP appointments

  • Coach and train HRP Volunteers in awareness about various essential and otherwise beneficial services, programs and resources for individuals/couples seeking housing. This includes ensuring an effective HRP volunteer handbook is created and updated.

  • Coach, train, and support HRP Advocates in active listening, helping conversations, collaboration, problem solving, and addressing/responding to various hardships.

  • Responsible for ensuring the availability of 1-1 Housing Drop-In support sessions as well as the delivery of the group Housing Application Sessions.

  • Evaluates the Housing Resource Program and implements necessary improvements

  • Ensures that accurate records are maintained and provides regular verbal and written activity and statistical reports, including Quarterly Reports and Final Reports for funders

  • Ensures availability of tailored housing support and system navigation for individuals and couples, giving priority service to people who are not already connected to other support services

  • Researches, navigates, understands and shares information regarding the array of public and private affordable housing providers, available grants, subsidies, and supports. Expands, updates, and maintains the Quadra Village Community Centre’s (QVCC) “Housing Resources & Information (Lekwungen, WSANEC & Esquimalt Territories)” document

  • Stays familiar with and shares information regarding current public market trends and housing availability in the public market, private market, subsidized housing, affordable housing, etc.

  • Fosters relationships with key staff from other organizations and coordinates appointment access

  • Encourages referrals from City of Victoria Community Centres, Neighbourhood Associations, Inter-Cultural Association, Victoria Immigrant and Refugee Resource Society, Victoria Native Friendship Centre, and 2SLGBTQIA+ resources 

  • Shares knowledge, information, and resources to other Community Centres and service providers to help build their capacity in supporting people at risk of losing housing/shelter access. Shares the QVCC “Housing Resources & Information (Lekwungen, WSANEC & Esquimalt Territories)” document and seeks ongoing feedback

  • Responsible for assisting the Program Manager with grant writing and liaising in attempt to secure sustainable funding to expand the Housing Resource Program

  • Maintains Housing Resource Program budget, including the administration of the Housing Security Fund.

  • Responds to general inquiries, by phone and in person regarding QVCC, shares in the physical work of maintaining the centre and helps implement key events.

  • Participates to ensure a safe environment; observes potential hazards; remedies and/or reports to the appropriate person

  • To be familiar with and implement QVCC's (Downtown Blanshard Advisory Committee’s) policies, procedures, and practices

  • To perform other related duties as required by the Program Manager and/or Executive Director


Qualifications:

  • Commitment to anti-oppressive, decolonial, and anti-racist practice

  • Ability to work with integrity and respect in a diverse, multi-cultural community centre

  • Demonstrated ability in housing outreach, community collaboration, and system navigation

  • Proven one-to-one and organization-to-organization relationship building skills

  • Demonstrated communication, conflict resolution, and workshop facilitation skills

  • Knowledge of the housing challenges and opportunities within the City of Victoria and various layers of the affordable housing system

  • Knowledge of income and social support systems available to individuals and couples

  • Demonstrated ability in, and sensitivity and commitment to working with people with diverse lived experiences and identities. Lived experience and/or housing support experience with housing instability is an asset.

  • Post-secondary degree or certification in a relevant discipline is an asset (e.g. Social Work, Community Services, Volunteer Management or comparable filed of study).

  • Demonstrated ability in program oversight, supervision and volunteer coordination, with the ability to guide and motivate is an asset

  • Excellent interpersonal and collaborative ability alongside the ability to work independently

 


Hours of Work and Other Contract Terms:

Hours of Work:

  • 20 hours per week

  • Schedule built around Housing Outreach and Community Centre requirements

  • Limited evenings and/or weekends are required. Typically, this is a few days of the year and revolves around overall QVCC needs and events.

Benefits and Renumeration:

  • $27.99 per hour to start, increases with tenure

  • 3 weeks vacation (per full year worked)

  • Comprehensive benefits package including Extended Health, Dental, AD&D, Life Insurance, and matching RRSP contributions after completion of 3-month probationary period
